Those 2 little rubber buffers are meant to hold metal bars that are attached to the rear seat crossbrace. The bars swing up and engage into the buffers so that the rear seat back is supported when folded down.

The latch bars are correct. They operate by pulling, not turning.

Picked up mine for $6000. Mine is about the same body condition (no rust). Better Robbins top, rollbar, rear tire carrier, and front brushbar.
