The reason the United States imposes more taxes on imported spirits is because of the United States liquor lobby. Lobbyist from domestic spirit producers cater to the federal politicians to bribe errr i mean persuade them to keep laws in place that benefit them. It's a sorry world sometimes.

Not from the handle but from the bolt face hitting the front trunnion. The firing pin is fixed into place on the bolt and does not move, thus you don't want to dampen the bolt strike of the cartridges primer that's why it's not done.
