In Minnesota, the cops DO carry and use tire chains. I've only seen them use them once in my 55 years.

Slaughter IS a necessary evil for an old or injured horse that cannot eat or see, stand or walk without pain. I know of no horse owners that would send a healthy horse to slaughter. I had an older horse I could no longer keep because I had to move to the city--I gave him to a family with children...

Cowboys are a thousand times more likely to be injured or killed in a rodeo than any of the horses, steers or bulls. Serious injuries to animals in the rodeo are much less common than injuries to players in football.
