O.C.G.A 16-11-36 Loitering & Prowling (b) - "refuses to identify himself" you don't necessarily have to show a DL or ID, but you do have to identify yourself. And, this does not refer to someone just walking donw the sidewalk @ 2 a.m. It's used, for example, when someone is wandering around homes...
