Well, there are also shops in other Countries, in Germany i will buy my at a german musik shop. In my expierience bagpipes are not hard to learn but it takes practive cuz you have to do 3 things at the same time: Blow, hold the pressure of the bag and playing on the chanter.
I learn it like 2-3 ...
