Illinois v. Caballes is the case that upholds the use of a K-9 in a traffic stop. The dog may have hit, but it could be agency policy to still ask for consent or get a warrant to search. The hit by the dog gives probable cause to search though.
Whren v. U.S. supports that a K-9 sniff is not a search under the 4th amendment. To me, it seems that the K-9 "hit" and it is agency policy to still either get consent or get a warrant, but the sniff is also enough to search the car without either.
