Maybe this is DICE's answer for quick scoping? With a close rang sight I do agree that it should be accurate, but I can understand why they would do this to discourage any "quick scopers". A sniper rifle was never intended to have your eye brought up to the scope and back 8 times in 10 seconds.

That wouldnt make sense. Its hard to go a perfect straight line at high speeds because your covering much more distance, where as when your moving slow the amount you turn the wheel shouldnt effect you as much.
