You can download software to decode CW and then plug in a cable from the headphone jack from your recever to your computers audio in jack. Do a google search for CW decoder software. But it is best if you learn how to decode it in your head.
The FCC is not criminal. If you use some commen since you would see that if there was no one to regulate the airwaves it would be nothing but chaos. FM band would be so congested and useless.would be to jumbled. The FCC will leave you alone if you do some resurch and use a clear freq. and buy fcc...
