President Bush has issued over twice as many signing statement as all of his predecessors combined.

He [Bush] has issued some with the intent to nullify laws concerning torture and prisoner rights.

The signing statement effectively gives the president the power to legislate, which is not a president's job. I feel he should either veto or sign a bill into law.
