That is almost certainly your sync. The fact that you can get the rev as high as you have it means you are pretty well jetted properly. Now you gotta get those two little buggers to work together properly! It's a very fine balance in getting the second to open at juuuust the right time.

@MrSnowbording... Actually, it had more to do with properly syncing the two and changing the intake manifolds than anything else. It took me a while to get it licked, but I had to change the intake manifolds before it really started revving cleanly.
