We use 15 fps in most of our films.

Software we use:
-Anasazi SMA(frame capture),
-Windows Movie Maker(editing)
-MS Paint(Effects)
-Gimp 2(Effects, pictures in the beginning)

We get our sound effects from Sounddogs.com and then we edit them in Audacity
