The inverter's input must be shorted. Did you measure the Isc (Short Circuit current) of the Panel? If Amps from panel are good then, problem is definitly the inverter. When shorting out the panel or measuring Isc (Max current), the panel's voltage will be Zero!

I agree something doesnt add up... I agree with what top meter is reading between both chargers, on MPPT current is lower but voltage is higher and Watts is basicly the same from the PV panel. Something not right with bottom display.

2nd panel you made looks like the row of cells on the left side may be shorting out because they are so close together. Dont see any gaps between the cells. That might be your lower output problem with that one.
You could have chosen something else to display your special effects... This is disrespectful to the Shuttle program, the Astronauts, and families that did loose their lives.
