I wish when the departments witched up to the "new" systems that they would have known what they were doing in the first place instead of just throughing money down on the table and saying give me a new radio system. In some places you just don't even need them in the first place. And just because something is new does not mean it is better. They should at the least ask for advise from someone in the field like ham radio operatiors, ect...

As difficult as it is , to watch public safety radio system failures, the news clips speak for themselves. Common elements of radio, software and dispatch seem an imperative. Propriety system designs poorly implemented seem the common thread.
