The island of Oahu in the State of Hawaii has an outstanding example of grass roots representation in the form of the Neighborhood Board System. Funded and organized by the City and County of Honolulu, the boards provide regional, community based representation, through election, so that residents have a say in their community's events. The monthly meetings, regulated by rules set forth by the Neighborhood Plan and kept in check by the State Sunshine Laws, are generally an exemplary gathering of elected State, City, and Federal officials. Developers needing Board approval as part of either Federal, State, or Private funding requirements come to the Board for its approval. Government officials needing Board approval for Federally funded projects like mass transit come to the Board for approval. These gatherings are significant and relevant not only in 'local' politics but also in Federal funding processes.
