Mind, the coppers want local preacher to host 'block party', right daft that is, he along with neighbours, ignore the very signs that tell evil doers that road does not care. Reward lazy neighbours, what a waste of cash.

Fix a roof, ignore windows, walls and gardens.......Notice the massive use of illegal chain link fences round properties. Is it to keep property from 'walking away'? This slumlord makes road and community look worse for his owning property here.
