Sorry but I'm not 100% sure I understand your question, if you're asking how many PAR38's you'd need for a 21" cube I'd say 3-4 depending on what you have (if it's a lot of SPS I'd go with 4 to be safe).

You don't, as long as your LEDs are connected to the driver (closed circuit) before you plug the driver in the voltage will self adjust (assuming you're in between 24-48V). Typically it's left at max for this reason.

unfortunately I haven't seen any cheap/good looking housings available, so unless you have a canopy/hood that you can place the heatsink under it usually has to be a heatsink over the tank (though I've seen some people elevate the lights quite a bit and that has a pretty cool effect).

The new XT-E's can actually handle up to 1.5A so anything under that amount is okay.
