Water Scarcity on the Texas High Plains: The Ogallala Aquifer

This short documentary provides a glimpse into an unusually important, and long-running research and demonstration project, called the Texas Coalition for Sustainable Integrated Systems Research (TeCSIS) and the Texas Alliance for Water Conservation (TAWC) that started with a grant from SARE to form TeCSIS. This combined project (TeCSIS/TAWC) involves scores of scientific researchers, educational institutions, government agencies, and local area farmers (producers) that are trying to find answers to extend the life of the aquifer, and promote more sustainable, economic viability for this invaluable agricultural region.

Since the Nixon administration, then Secretary of Agriculture, Earl Butz, led the drive to invigorate agriculture production by encouraging farmers to become bigger, and to maximize production yields, even as commodity prices would likely fall over time. Increased sales, and the opening of foreign markets to U.S. farmers were seen as a means to offset shrinking profit margins. Recognizing clearly the political potency of agriculture policy to control, or destabilize foreign countries, rising food prices at home could also produce a similar politically destabilizing effect. Every U.S. administration since Nixon has had at its national core, the objective of increasing U.S. agriculture productivity, and efficiency—to maintain low domestic food prices.
Unfortunately, there is a substantial hidden cost to industrial agriculture, and that price tag continues to mount even as food prices have begun rising over the past few years.

Trantham's Sustainable 12 Aprils Dairy Grazing Program: A Top Farm that Almost Went Under

But he wasn't making much money. He ran a typical confined feeding operation and his feed bill alone ate up 65 percent of his gross income. Then something happened that changed his life. One day in April 1989 his cows broke out of the feeding area into a seven-acre field full of natural lush April growth—lamb's quarters, rye grass, a little clover and fescue. The next day there was a two-pound average increase per cow in milk production. Thinking maybe the cows were trying to tell him something, Trantham opened all the gates on his farm and began experimenting with grazing.

The technical designation is CAFO, and it stands for Concentrated Animal Feeding Operation. To their detractors, they are often referred to as factory farms.
Although CAFO can be very broadly applied to farms with even small numbers of livestock, for those who are opposed to such operations, CAFO refers mainly to very large farms that confine cows, chickens, turkeys, pigs, or farmed fish under crowded, inhumane conditions; produce large amounts of toxic waste (manure, and other waste products) that often necessitates large open lagoons for containment; and requires the prophylactic use of antibiotics to prevent the spread of disease.

Last year, while filming at the Earthen Path Organic Farm, in Oak Center, Minnesota, I spoke with organic farmer Rebecca Schwen. In an ongoing David versus Goliath legal battle, Frank Morton, an organic seed breeder in Philomath, Oregon, along with the plaintiffs listed in this lawsuit, have successfully sued the USDA and its Animal and Plant Health Inspection Service (APHIS), for failure to require an environmental impact statement (EIS) prior to deregulation of Monsanto's Roundup Ready sugar beet plant. In the United States District Court for the Northern District of California, Judge Jeffrey S. White ruled on September 21, 2009 in favor of the plaintiffs— Center for Food Safety, Organic Seed Alliance, Sierra Club, and High Mowing Organic Seeds— requiring that APHIS prepare an environmental impact statement, and setting in place the remedy phase of the trial, scheduled to begin today (December 4) to decide the fate of next year's transgenic sugar beet crop.
