    Pizzeria whose owner was caught in lie with Food Patrol dirty again

    Pizza Express is back on the low performer list on 102 South Arroyo in Rio Hondo. The restaurant scored 31 demerits on its latest initial inspection recently released to the Food Patrol. An inspector found mold on pizza containers, improper hand-washing, no towels for proper sanitation and dirty equipment during the February check up. It was back in 2008 when the owner, Maria Lucio, first denied being affiliated with the restaurant after she scored high demerits. "How do you think that looks when you tell us you're not the owner, you don't know who the owner is... and as a matter of fact... you go on the telephone pretending to call the owner when this whole time you were the owner?" Action 4's Ryan Wolf asked back then.
    "Because this is my business and I can handle it anyway I want to," she responded.
    "Do you think that looks sneaky?" Ryan asked.
    "I don't care," she said. "Frankly my dear, I don't care." This time around the Food Patrol returned in hopes of learning more information into what's been done to clean up the restaurant which scored 3 demerits on a re-inspection.     Roach crawls out during interview with owner who denies insect problem

    Rodriguez Groceries on 449 Ratliff Road in San Benito scored 34 demerits on a health inspection report. Owner Tony Rodriguez called it the worst in the store's history since opening in 1958. An inspector found a cross contamination of foods including bacon, chicken and corn dogs. Other violations included dirty equipment, rodent droppings and roaches. Tony told the Food Patrol that he never saw evidence of insect contamination. "I don't think he lied," Tony said about the inspector. "I just think he thought we had the problem." Tony invited the Food Patrol to check out his kitchen which he called "clean." A roach crawled out from behind kitchen equipment and up the wall just seconds into the tour. "There's a roach right there," Action 4's Ryan Wolf said while pointing to it. Tony took his hand and killed the roach which then fell into the sink. The tour ended shortly after with Tony asking the Food Patrol to leave. An inspector shut the kitchen portion of the store down for 8 days until a re-inspection cleared most of the violations.     Poncho's popped with demerits in McAllen for roaches, unsanitary practices

    Roaches turn up in a Brownsville Chinese food restaurant as well as a San Benito McDonald's, but it's a worker who's busted mopping and turning tortillas at Poncho's in McAllen that's most alarming on a health inspection report.
    This type of multi-tasking is considered a hygiene health hazard, according to the inspector.
    Poncho's is located on 601 Expressway 83 in McAllen.
    A kitchen cop found 21 demerits during a check-up spawned by a complaint. Food items were found on the floor and a live roach on the wall, according to the report. The restaurant's marketing director, Jorge Escobedo, found some of the violations hard to believe. "When we hear that an employee was mopping and flipping tortillas, as stated on the report by the health inspector, that concerns us," Action 4's Ryan Wolf said. "I think that information is not true," Escobedo said. "I don't think it's real." He told the Food Patrol that he would check with staff to ensure proper practices are taking place.     Xavier's Steakhouse scored 47 demerits on a health inspection report. The restaurant on 165 West Business 77 only improved by a single demerit on a re-inspection with 46. The initial reports were done at the end of February. An inspector found off-temperature eggs, salsa and caldo. Some of those questionable food temps were off by nearly 35 degrees. There were also cross-contamination violations and dirty equipment. Things finally improved in the kitchen on a third city check-up.     Roach feces found in containers under sink at daycare for kids

    A health inspector makes quite the discovery at Little Ones Discovery Center on 909 South Jackson in Pharr. The facility is busted with roach feces inside some plastic containers below the sink, according to the report. They were thrown away. 19 demerits were found.
    The Food Patrol was allowed to tour the contaminated area in question.
    The owner's mother, Ana Villarreal, who also works in the kitchen, claimed there were never any roaches.
    "I wasn't here that day," she said.
    "Then why were the containers thrown away?" the Food Patrol asked.
    "Pero it wasn't roach poop," Ana said. "I know cucaracha poop."

The manager at Breaktime in Raymondville fled from Action 4's Ryan Wolf in October, while the owner at My Country Store in Sebastian took a completely different approach just one month later. "Why are you guys locking the door?" Ryan asked. "The owner doesn't want you here," a worker responded while holding the door open just a crack. "But you're locking a customer on the inside," Ryan said in response. After the brief conversation the door locked once again. Customers said they felt trapped like a rat inside. It's quite ironic considering the business was busted with rodents. "I just didn't know what was going," one man said after he was allowed to leave the locked store. Demerit downplaying was an all-too predictable ploy by some dirty diners. The manager at Big Daddy's on Central Boulevard in Brownsville caused a stir in the public with the words he used to describe the restaurant's health score back in December. "We did have a couple of demerits," he said. "Do you really think 40 is a couple of demerits?" Ryan questioned. "Can you just put down the camera?" the manager said in response. China Star on Highway 77 in Raymondville didn't downplay rodents in the restaurant back in June, instead management lied about it all together. And the response appeared to be identical to what was said six months prior as played out verbatim for Food Patrol fans to hear on television. "I'm here to ask you about the rodent poop," Ryan said in December 2011. "Oh we don't have," the restaurant manager responded. In June, the Food Patrol returned to question rodent contamination once again. "It says it right here... rodent droppings and your signature is right there," Ryan said after the manager tried to deny that the violation existed. "We don't have," the manager once again said. "You seem to say the same thing every time we're here," Ryan said. "Is it rehearsed?" Ryan asked. "Right now we don't do that," she said. "Thank you." Last year's unforgettable interview took place outside El Charrito in Brownsville when owner Roy Morton tried to defend his cook's dirty actions to the Food Patrol. An inspector caught the cook in April with his fingers in the mole to pick out debris. Roy didn't think it was wrong. "At home you're trying to tell me your wife or mother... they all wear gloves," Roy questioned. "With all due respect Roy, somebody is coming to your restaurant to pay for food, they're not paying for a finger in the mole," Ryan said in response. With 58 demerits last January, Kiki's on 7035 North Expressway 77 in Olimto ranked the worst. The Food Patrol went back to the restaurant to share the news and to see what lessons were learned since the report. "It has a bad reflection on all the Kiki's," Carlos Angeles, the owner said. "We are like 9. We are all over the Valley." Sweeping changes have taken place, according to Carlos. The owner called the distinction as dirtiest restaurant of 2012 both an embarrassment and an eye-opener. "We hired new people, new management, new waiters, everything," Carlos said through a translator. "We sent them to courses so we can be clean and do the best for people." There's a sense of pride in the kitchen now. Carlos wants the public to know that the kitchen is not only safer but the cleanest it's ever been thanks to a year on Food 4 Thought many won't soon forget.

    Golden Plate Awards: the winners for cleanest Valley restaurants are...

    Two restaurants in Hidalgo County have good reason to celebrate. There is cake, balloons, even a dancing mascot to mark the crowning achievement on Food 4 Thought-- a Golden Plate Award. Felix Burgers on 1345 East FM 495 in Alamo and Church's Chicken on Veteran's Boulevard in Palmview each win won has the two standout restaurants from 2012 for kitchen cleanliness. "You are a 2012 golden plate award winner!" Action 4's Ryan Wolf said. It's the highest honor bestowed by the Food Patrol. The award is extra special for Felix Ramos, owner of Felix Burgers. He saw business double after receiving his first top performer sticker for a zero demerit health report. His expectations are high after winning a Golden Plate Award. "I think it's going to triple!" he said with a huge smile on his face. "It helped Ryan. And this plaque means a lot to me. It means a lot to our workers and the whole community here." Fans of the restaurant have long known about their quality burgers. Jim Summers says it wasn't until the Food Patrol came around that word got out about the restaurant being top-notch clean. "Before he got the sticker, we would come here and there would be 1 or 2 booths with people eating," Jim explained. "After he got the sticker every booth is full and there's a line at the door and has been every since he got the sticker." In celebration of the restaurant's achievement, the owner named Action 4's Ryan Wolf on an outdoor sign with a special $1.69 burger for a limited time. Ryan laughingly said that he doesn't believe his name on meat will do the trick but he does think a Golden Plate award will bring in more business. "On behalf of Food Patrol fans Valley wide, congrats on the amazing work!" Ryan said. Emotions ran high at the Church's in Palmview once staff received their Golden Plate. "It is great to have this award because we work really hard," Dolores Cruz, general manager said with a tear in her eye. "Our team does too. The customers come first." The Church's continues to earn accolades on Food 4 Thought for doing it right in the kitchen. The restaurant's doors have a number of top performer stickers from over the years. Dolores is the driving force behind the sticker stardom. She shared one story of how being on the program has made her a recognizable face. "I was in one pharmacy one time and I walked in and the guys says, 'I know you,' she recalled. And I said, 'I don't think so.' And he said, 'I remember... the food patrol!' He said congratulations, 'I heard your restaurant is great.' I said, 'Yes it is.' You should visit us sometime.'" The restaurant is family owned and operated. Mario Sanchez is the patriarch here. "It's a great honor," he said. "This is for all our employees and management. They do a great job." Board members from Palmview's Chamber of Commerce turned out for the celebration. "It makes us very, very proud to have such a restaurant in our community," Leonel Lopez said. Golden Plate Awards are only handed once a year. Winners are selected based on inspection scores and community feedback.

    Triple trouble at kitchen busted with spiders, ants and roaches

    The Aziz Quick Stop #3 on 600 East Business 83 in San Juan scored the most demerits this week on Food 4 Thought. An inspector busted the business with 24 demerits. One of the violations included insect contamination for spiders, ants even roaches. The health report showed how products lacked original dating labels required to indicate when the food was prepared. A cross-contamination violation also turned up for corrosion on sinks. The inspector ordered it be cleaned. Two businesses in Donna had roaches as well. La Casa De Dulce on 2215 East Business 83 and Taqueria El Amigo on 3115 East Business 83 were caught with the insect contamination as indicted on their health inspection reports. The Children's House Pre School on 1655 West Madison in Brownsville scored 24 demerits on a health report. The daycare was busted for unsound condition of eggs left outside the cooler, no accessible hand wash sink in the kitchen and no hairnets.     Baby's First Steps Learning on 855 Ringgold Street in Brownsville is busted with rodent contamination during a city check-up. A health inspector took numerous photos of violations which included rodent droppings and juice on the floor. The owner, Magnolia Garduno, refused to answer questions as to why action wasn't taken prior to the health inspection. "What happened?" Action 4's Ryan Wolf asked. "Why did it get to that level? Why did it take the health inspector to get it cleaned?"
    "I have no comment for that," Magnolia answered.
    "Why is that?" the Food Patrol said in response. "Is that not a fair question?"
    "I choose not to comment," she said. "The problem has been solved."
    The business was ordered to fumigate and sanitize the kitchen area.
    The daycare scored 13 demerits.
    It wasn't the worst score this week on Food 4 Thought.
    One restaurant scored 43 demerits and closed its doors after kitchen cops revealed a roach infestation.

    Daycare worker caught not washing hands after changing dirty diaper

    Bright Minds Daycare on 2710 West Alton Gloor in Brownsville scored 24 demerits on a health inspection report.

    An inspector exposed improper hygiene practices with a female worker who failed to wash her hands after changing an infant's diaper, according to the report.

    Notes on the health report also indicated that the inspector had to ask her to wash her hands after she witnessed the health code infraction.

    The center's director, Olga Rey, admitted to the Food Patrol that the violation could make people sick.

    She's adamant that caregivers do know the importance of proper sanitation and that no other child was touched before the employee in question washed her hands.

    Rey said the worker is new to the center and has been reprimanded.

    She also has since been retrained, according to Rey.

An inspector finds roaches and rat droppings. Photographs given to the Food Patrol show rat poop on the kitchen floor and gnawed through food products. Shradha Sobitra, general manager at the Holiday Inn, claims many of the violations turned up in an area of the kitchen that's been closed. The health department could not confirm the information by news time on Wednesday evening. He also blamed pest control for not doing a good job.

    Snacks Del Valle on 750 East Los Ebanos in Brownsville ties for the most demerits scored this week on Food 4 Thought. The eatery is busted with 22 demerits on a health inspection report. Kitchen cops find improper labeling of foods in containers that should indicate when they expire.
    There's also a discovery of month-old expired bread.
    That's a critical violation.
    No soap or paper towels turns up, which is against proper sanitation rules. The Food Patrol obtained numerous photos of the violations. But it's not all bad news in the kitchen.     Denny's on 4703 South Expressway 83 in Harlingen called a roach discovery at their restaurant both a curse and a blessing. That's because pest control was already in the building performing monthly maintenance when a health inspector found the insect contamination by the register area. "I apologize to the guests and to the community that we had that on that day," Mario Mata, assistant manager said. Mario told the Food Patrol that his staff pride themselves on a clean restaurant for guests. Denny's scored 6 demerits. "It was still a concern," Mario added. "But it was addressed immediately." El Grano de Oro on 103 East FM 1925 near Edinburg is the dirtiest this week. The meat market and tortilleria scored 25 demerits.     Two Raymondville convenience stores continue to rack up high demerits on Food 4 Thought. BreakTime on 1095 East Hidalgo Avenue scored the most with 30 demerits on a health inspection report. Kitchen cops found 'fresh' rodent droppings in the cabinet area under the slushy machines. The contamination is a repeat violation from another health inspection less than six months ago. "Why do you think the rats like this area?" Action 4's Ryan Wolf asked a manager on duty. "I have no idea," the manager, who would only identify himself as Sam, said. The Food Patrol fired off other questions dealing with public safety concerns at Sam. He was also asked about the owner's previous claim on Food 4 Thought that he would take the appropriate action to stop the rodent contamination. More than 30 'fresh' droppings were discovered during a health inspection in May. The filth turned up once again in the slushy machine area. Sam did claim to be fairly new on the job; however, he did not stick around to answer all the Food Patrol's questions. He was caught on tape abruptly leaving the store in his vehicle.     La Michoacana on 902 West Harrison in Harlingen kicks the Food Patrol out after questioning insect and rodent contamination inside the meat market. An August health inspection report showed roaches in the bakery area and rat droppings in the deli. Food establishments with separate kitchens receive multiple inspections. Both areas scored 20 demerits from the health department on an initial report. Management would not answer the Food Patrol's questions regarding the violations. A corporate phone number was given to Action 4 News for a statement. Nobody answered on the other line. This is not the first time La Michoacana was featured on Food 4 Thought for dirty dining. In late 2010, 26 demerits turned up for dirty equipment and cross-contamination of meats. This time around, most corrections were made by the re-inspection. Taqueria El Pio off Jackson Road near Dicker, in the area South of Pharr, scored 31 demerits on a health inspection report. It was the dirtiest kitchen exposed this week on Food 4 Thought. An inspector told the Food Patrol that he was shocked to see workers using a small portable cooler in lieu of a refrigerator. The taqueria was deemed a public health risk because foods weren't maintained at proper temperature. The list of violations didn't end there. There were also no hairnets, no soap or paper towels for proper sanitation, no health permit on site and no certified food handlers on duty as required by the county, according to the report.     Nothing says the holidays like rodents and roaches! A Raymondville Chinese restaurant called China Star along Highway 77 was busted with "fresh" rodent droppings in the kitchen. An inspector found more than a dozen contaminated areas including an open top freezer, according to state documents. In Brownsville, roaches, both dead and alive, turned up inside an unlikely spot—a nursing home! Brownsville Nursing and Rehab on Lorenaly Drive scored 22 demerits on an initial health report. An inspector took more than a dozen photos that exposed dirty kitchen conditions. The list of violations included: expired bread, cross contamination of foods, moldy and dirty areas along with insect contamination. The business did clean up on a re-inspection about a week later.     Food 4 Thought - Demerits at Church's blamed on cooks' "Bad Day"

    A manager at La Feria's Church's Chicken said it was unacceptable behavior on the part of his cook that led to high demerits on a health inspection report. The restaurant on 716 North Main Street scored 22 demerits. The list of violations on the inspection included off-temperature corn and gravy, hot foods not properly covered, a cross-contamination concern with raw chicken in the wrong place and dirty equipment. The Food Patrol questioned management as to whether any measures were taken to improve health safety. Rick Rivera said the cook in question has been retrained and received disciplinary action.     Roaches, no proof of a food permit and broken pipes aren't even the worst of La Mexicana's health inspection violations. A McAllen inspector caught the restaurant on 4300 North 2nd Street operating for days on a generator. The coolers maintained food temperatures at 60 degrees, according to a city report. The restaurant was forced to throw away more than a hundred pounds of food that had the potential to make the public sick, according to the inspector. La Mexicana was shutdown for 11 days in all. The eatery was also ticketed and faces a potential hefty fine for "gross unsanitary conditions." Problems at the restaurant date back years. The Food Patrol has exposed high demerits at the business for the last four years including this latest health report which showed 34 demerits.     One of the owners of tortilleria La Mexicana on 5560 FM 802 in Brownsville has no idea her Kitchen is dirty. Janie Escamilla is stunned to learn from the food patrol that her business scored 27 demerits on a health report. No soap or paper towels for proper sanitation, there's evidence of insect contamination with flies, no certified food manager on duty, a missing thermometer, and improper labeling needed to show when stuff expires.

    A kids daycare center in Brownsville is busted with more than just demerits in the kitchen. Learning Village on 334 Morningside scored 30 demerits for violations like expired baby oatmeal by more than a month along with missing soap and towels for proper sanitation. But an inspector also discovered a number of questionable practices. There were exposed cords and dirty highchairs as documented with photos. A kitchen cop also found kids unattended, some running in and out of the kitchen and a 6-year-old boy was bottle feeding an infant. The inspector noted on the report how that was not allowed. The Food Patrol was not allowed inside the daycare facility. Management would only crack open a window to answer questions about the violations on the health report. "Why was there a 6-year-old feeding an infant?" Action 4's Ryan Wolf asked.
    "He's his brother," a worker who refused to be identified responded.
    "But why is he feeding the infant?" Ryan asked. "Isn't that your job?
    "It's my job," she responded.
    "What did the health department tell you?" Ryan asked. "You're not allowed to do that right?
    "No," she said.
    "How long has that been going on for?" Ryan asked.
    "I don't know," she answered. "I don't remember."
