Allied General Soviet Union Campaign
Apparently there's a bug that prevents an allied Minor Victory in campaign mode.
You should be able to achieve a Minor Victory by holding all your own cities and capturing one of the German held cities within the turn limit.
This vid shows what happens when I only capture one German city and I get an Allied Victory which should mean a Minor Victory in campaign mode.
If there's a bug preventing this in campaign mode then you'll just have to keep trying until you get two German cities and get round it by scoring a Major Victory instead.

The battle was fought on the scenario map and not in campaign mode but I have completed the game as the soviets in campaign mode and I'm sure I scored a Major Victory in this battle by doing what is shown in the vid.
