Although U.S. and England health care has been described as the "best system in the world" (and it is in parts), it is also a failure because of its inability to deliver good-quality care to the disadvantaged. The antidote to this system? Moore proposes socialized medicine. The most eloquent passage in Sicko is an extended interview with Tony Benn, a Labor leader who explains the democratic ideology of England's National Health: "Pay according to your means, get treated according to your needs."
Ehrlichman is heard telling Nixon that "...the less care they give them, the more money they make", a plan that Nixon remarked "appeals to me".
