Toward the Obama/Bush New World Order! A new cyberbullying bill aims to punish those who intend to cause "emotional distress" online with fines, jail time, or both. The problem—as usual—is the vague language used in the bill, which leaves many critics concerned that it could be used to censor speech on the Internet.

A recently introduced cyberbullying bill could land us all in jail—that is, if you have ever used an electronic medium to troll someone. HR 1966, the Megan Meier Cyberbullying Prevention Act, is named after the high-profile "MySpace suicide" victim Megan Meier. It's meant to prevent people from using the Internet to "coerce, intimidate, harass, or cause substantial emotional distress to a person." However, as with many bills of this nature, the murky language and vague standards leave much open to interpretation, which has caused critics to call it the Censorship Act instead.

HR 1966 was introduced in April by US Representative Linda Sanchez (D-CA) and it's supported by 14 other members of Congress. According to the text, individuals who bully others via any electronic means could face fines, two years in prison, or both. This, of course, could include those nasty text messages you sent to your ex on Saturday night, the questionable e-mail you sent to your brother, or those forum posts you made in which you called for someone who liked the new Star Trek movie to jump off a building.

The bill largely flew under the radar until fairly recently (thanks to NetworkWorld for the heads-up) but criticism has been building. The language in the bill is so vague, it could be interpreted to apply to practically any situation, including blog posts critical of public officials.

UCLA Law Professor Eugene Volokh went into detail on his blog, suggesting that numerous everyday situations could render regular citizens felons if their behavior is considered "severe" enough. "I try to coerce a politician into voting a particular way, by repeatedly blogging (using a hostile tone) about what a hypocrite/campaign promise breaker/fool/etc. he would be if he voted the other way. I am transmitting in interstate commerce a communication with the intent to coerce using electronic means (a blog) 'to support severe, repeated, and hostile behavior'— unless, of course, my statements aren't seen as 'severe,' a term that is entirely undefined and unclear," Volokh wrote.

Although Sanchez seems to think there's no possibility for abuse with this bill, we all know what the road to hell is paved with. Despite her reassurance that it won't be used to censor Internet communications, there's no way to predict how judges would interpret such a law. One thing we do know is that cyberbullying cases have picked up since Missouri passed its own law following Megan Meier's death—if HR 1966 makes it past the House Committee on the Judiciary and into the books, we could see a serious uptick in those types of cases.

How in the heck is this constitutional? Has our congress ever heard of the Bill of Rights? (the first ten amendments to the United States Constitution) Surely someone in the congress has studied constitutional law?

Regardless, the first amendment explicitly states that the congress cannot do what it is trying to do. Read it. It's right there in black and white. I have provided a copy of your Bill of Rights at the end of this article. This Act will essentially end free speech by making it a felony to "offend" someone over the Internet.

Dr Sulman also undertook a study of "weather sensitive" volunteers and showed that, during the time of the Sharav winds, their bodies would produce up to ten times their normal level of serotonin - a hormone associated with stress. He found that, in effect, they were being poisoned by their own serotonin, causing migraines, hot flushes, irritability, pains around the heart, difficulty in breathing and a worsening of bronchial complaints, anxiety and irrational tension. Also a slowing of reactions was observed. Interestingly, it was discovered that in many people, the body's initial response to positive ions is to produce adrenaline and noradrenaline - the "fight or flight" hormones - which produces short-term euphoria but eventually leads to a condition of exhaustion. (It is this condition that is thought to affect insects and animals into restless activity as the positive ions build up before a storm.) The research also showed that exposure to positive ions can trigger an over-production of histamine, which most people will immediately recognise as the body chemical that aggravates allergies. Statistically it was found that 25% of the population are quite strongly affected by levels of ions in the air. Of the remainder, 50% are affected considerably, although 25% do not appear sensitive at all.

A great deal of research was also carried out by Dr. Albert Krueger in California - One of his first discoveries was that a surprisingly small amount of negative ions could kill and take out of the air, the types of bacteria that cause colds, influenza and respiratory infections. He then went on to keep large groups of mice in various concentrations of ions, some positive, some negative and some in normal balance. In 1960 a scientific paper was published on the results. The conclusions were almost identical to those of Dr. Sulman. An excess of positive ions led to overproduction of serotonin which initially created hyperactivity, leading to exhaustion, anxiety and depression. He also found that an excess of negative ions appeared to have a calming effect, and a reducing of serotonin levels in the brain. (Negative ions were actually substituted for a pharmaceutical tranquiliser on one occasion - with identical results). The series of experiments were then extended to include rats, guinea pigs and rabbits as well as insects and plants. The results consistently supported the original findings. On one occasion, mice were kept in a sealed container until the oxygen was almost used up and they were on the verge of suffocation. The remaining air was negatively ionized - and the mice revived!

The Wave was an experimental demonstration of nazism movement undertaken by history teacher Ron Jones with sophomore high school students attending his Contemporary History class as part of a study of Nazi Germany.

The experiment took place at Cubberley High School in Palo Alto, California, during first week of April 1967. Jones, unable to explain to his students how the German populace could claim ignorance of the extermination of the Jewish people, decided to show them instead.

Jones started a movement called "The Wave" and convinced his students that the movement is to eliminate democracy. The fact that democracy emphasizes individuality was considered as a drawback of democracy, and Jones emphasized this main point of the movement in its motto: "Strength through discipline, strength through community, strength through action, strength through pride".

The experiment was not well documented. Of contemporary sources, the experiment is only mentioned in Cubberley High School student newspaper "The Cubberley Catamount". It is only briefly mentioned in two issues and one more issue of the paper has articles about this experiment, but without much detail. The most detailed account of the experiment is an essay written by Jones himself some six years afterwards. Several other articles about the experiment exist, but all of them were written after a considerable amount of time had passed.

The 1981 TV special The Wave and the 1988 book The Wave and the 2008 German movie Die Welle were based on the experiment.

Jones writes that he started the first day of the experiment (Monday, April 3 1967) with simple things like proper seating, drilling the students until they were able to move from outside the classroom to their seats and take the proper seating position in less than 30 seconds without making a sound. He then proceeded to strict classroom discipline emerging as an authoritative figure and improving efficiency of the class dramatically.

Jones closed the first day's session with a few rules. Students had to be sitting at attention before the second bell, had to stand up to ask or answer questions and had to do it in three words or less, and were required to preface each remark with "Mr. Jones."

On the second day he managed to meld his history class into a group with a supreme sense of discipline and community. Jones named the movement "The Third Wave", after the common belief that the third in a series of ocean waves is last and largest. Jones made up a salute similar to the one of Nazi regime and ordered class members to salute each other even outside the class. They all complied with this command.

The experiment took on a life of its own, with students from all over the school joining in: on the third day the class expanded from initial 30 students to 43 attendees. All of the students showed drastic improvement in their academic skills and tremendous motivation. All of the students were issued a member card and each of them received a special assignment (like designing a Third Wave Banner, stopping non-members from entering the class, etc). Jones instructed the students on how to initiate new members, and by the end of the day the movement had over 200 participants. Jones was surprised that some of the students started reporting to him when other members of the movement failed to abide by the rules.

On Thursday, the fourth day of the experiment, Jones decided to terminate the movement because it was slipping out of his control. The students became increasingly involved in the project and their discipline and loyalty to the project were astounding. He announced to the participants that this movement is only a part of a nationwide movement and that on the next day a presidential candidate of the movement would publicly announce existence of the movement. Jones ordered students to attend a noon rally on Friday to witness the announcement.

Instead of a televised address of their leader, the students were presented with an empty channel. After few minutes of waiting, Jones announced that they have been a part of an experiment in fascism and that they all willingly created a sense of superiority that German citizens had in the period of Nazi Germany. He then played them a film about Nazi regime. That was the end of the experiment.
