The Austro-Hungarian army, actually. What is today's Austria (the Union having split up in 1918) . As to help form the locals, I suspect that they didn't have a lot of choice in the matter.

It's a US Highway, and like the narrator said - they're just following their GPS which shows it as a major road (which it is). You won't find many truckers with local knowledge using it.
