sweet12345699: There used to be a rule that forced you to post a certain amount of times before you were actually approved to go onto the online server, though I'm not sure if that's still the case. The one thing you might not have done properly is modify your hosts file so PES connects to the PES6j.net servers instead of the Konami servers.
