The part you were refering to at min. 2:54 is called the "recoil spring reverse plug" :)

yes you have to wire each piece of heat tape for each level. I have seen an example of a rack with one continuous piece of heat tape on for each level but it really is an unnecessary cost unless you want side heat as well.

It will not melt plastic. My tubs are all rubbermaid tubs and they sit ob top of the heat tape. one thing to keep on mind is the heat tape is mostly made of plastic, which is much thinner than the tubs.
