Well, these shadrs are public, but they're like DirectX in that way. You can install the latest DirectX but it will not make a difference unless game developers use it.
So it's up to modders to put these shaders in their cars and tracks.

That's not actually "Nero" album that is out. It's "Archangel".
Tracks "Dissapear", "Undefeated", "Birth of a hero", "Casablanca", "Crack in time", "Starfall" and "Ride to victory" aren't on that album.

Check out ISI forums - Shader Pack 0.79 with manual and tools is available for modders. The one you see here is v0.9 preview so it's not out yet.

Haha. Yeah, but there have been animated flags since I remember, too. Anyway you don't need really strong wind to make tall grass move like this.
