The TRUTH of the matter is that the best defense against an EMP attack is the anti-Ballistic Missile Defense shield. A project which will be procured very shortly. Terrorists, Iran, and North Korea all lack the ability to put a nuclear device on a missile with a long enough range to put it over our heads, which would be required for the EMP to cause any major damage.
Furthermore, it is so insanely expensive to defend against this 1 in 2 Trillion threat that it'd be a better use of our tax dollars to fund a National Department of Alchemy to see if we can't replenish our gold reserves. Both ideas are insanely wasteful.
If a private company is REALLY worried about EMP attacks, then they should either build their electronics in lead boxes or make the switch back to analog technology, which isn't vulnerable to EMPs.
