Good Morning. Id like to welcome all of you to our discussion of performance budgeting and ways Congress and the Administration can work together to make our government more effective and more cost-effective. The American public deserves to know that we are spending their tax dollars wisely, and that means setting clear goals, evaluating programs for effectiveness, and purchasing goods and services for a fair price. I thank my colleagues on the other side of the aisle for working with us, and I hope this bipartisan hearing will be the beginning of a constructive, ongoing dialogue between our Committee and the Administration about fiscal responsibility.
I would also like to recognize Congressman Kurt Schrader of Oregon, whose persistence and thoughtfulness on this issue is a primary reason were holding this hearing. Before he came to Washington, Congressman Schrader played a key role in helping Oregons state agencies re-focus their efforts to meet clear, simple goals and deliver a better return on the states investment, and he continues to work closely with Oregon Solutions, a public-private partnership which engages communities in solving public problems. We are grateful for his leadership on this important issue. Congressman Schrader, would you like to say a few words?

Last week, I questioned defense expert Stephen Daggett, in the House Budget Committee, regarding the cost to American taxpayers of the military operations in Afghanistan. Of course, as he notes, the real cost is in blood and the sacrifice of our service members and their families.

And there is a lot of money out the door over $20 billion is out the door, and almost 7,000 projects are funded. And many of them underway.
I believe that if you look around your districts, and I say this to every member, and you go to these projects, and you talk to people that are working, what they'll tell you is they were on an unemployment roll in January and February. And now they can make their house payment, make their car payment, put food on the table for their families. That could not have happened without these funds. And I thank Congress for the courage to pass this kind of opportunity for America. We are putting people to work.
