ADHD is the 'official' label for this developmental problem. ADHD includes Inattentive (which used to be referred to as ADD) and Hyperactive.

These developmental problems show up in the first few years of a child's life and by the time they get to school, they are already inattentive or hyperactive. Asking questions (or not) in class cannot be the cause, because the children already have these developmental problems when they start school.

I think that watching cartoons and playing video games is part of the problem, because the developmental process is boosted by rhythmic activity. Cartoons and video games (by and large) are arrhythmic and do not support the developmental process.
