That's right but English MP's outvote Scotland by a factor of 11-1 at UK level so I think it's pretty clear who has the upper hand. England deserves independence, like Scotland but it has never had the same level of democratic deficit because for most of the last 300 years England and Britain have been seen as synonomous.
