Yes, this is also called a fishtail braid as it mimics the herringbone pattern found on the scales of a herring.

Yes, you can do this on layered hair but little pieces will be sticking out when you get to the layered part so you would really need to use lots of mousse on the braid to keep those wild hairs in control.
