well the saints used to own the row, and pretty much the whole town. but when ur guy got in a coma for 5 years. ultor is a particularf orm of police. and they took over the row. all the gangs are different basically. but your main objective is to take back the streets and seek revenge on Julius who betrayed you. but it wont be easy with big companies like ultor. and that is why ultor is one of your biggest enemies.
