Absolutely. In my state, you can legally make 200 gallons per year @ home before you need a license. Not only that, licenses are easily acquired, and you can therefore start your own business. Legally. But yes, you don't need to make it at home to 'bootleg' to minors, you can just go down and buy it. Like I say, there are always those idiots who break the law, abuse the law for their own benefit. Just because 100'000 people break the law, doesn't make it right, or the right thing to do.
