It's a game called Daigasso! Band brothers. It's a japanese launch-game exclusive, so the only way to get it is importing. There is a sequel to this game that's out now. Overall better than the first game.

You can wake up the goo in the bottom by flinging goo at them. You won't waste any goo going down by doing this. (but it does take a lot of time.)

It was going to be released in US under the name "Jam with the band" but it's safe to say it was cancelled. The literal translation though is "Grand Ensemble! Band Brothers" I think.

You have to beat the game until you unlock pro mode.(the main screen will be silver, and say "pro" if you made it there. Then go to edit, and you should have unlocked pro edit mode. There you can make your own songs.
