AllWinner A10 kernel is open source now, so if this kind of hardware is available and cheap enough, I'm pretty sure the community will release an Ubuntu or Debian distributions even if manufacturers do not.

But Rockchip doesn't make tablets, it's their customers (e.g. Arnova) that will probably release the firmware.
