So is Sauron, or was before he took up with Melkor. Consider that for a minute.
It makes Saruman's treachery that much more scary, knowing he could have become that if he had been allowed... and he went so much more quickly, acting in his own self-interest immediately (as opposed to Sauron himself, who spent several thousand years in servitude before his master was banished).
Which makes Gandalf, even if he was weak, extremely powerful versus humans.
