These conditions are considered 100% acceptable by the DOT. Here is a portion of their response to my complaint:

...the passenger counters confirm that at no point in time was the certified capacity (issued by the NYC Department of Buildings) of the terminal or the ferryboats (USCG capacity) exceeded. Further, announcements were most definitely being made and, yes, NYPD cleared the terminal and did an excellent job in restoring order, so that all passengers could resume boarding ferries back to Staten Island. ...Our passenger counters were verified against manual counts as being over 98% accurate.
