Tim was born and raised in HRM. He is a graduate of Dalhousie University and has completed executive and management programs at Queen's University, York University, and the University of Toronto.

Tim is president & CEO of NovaKnowledge, a 15 year-old think-tank and economic research organization that advocates for a progressive and knowledge-driven economy for Nova Scotia.

Tim returned to HRM in 2000 after 13 years in Moncton, Vancouver, and Toronto, determined to raise his daughters here and to contribute to his native city and province. He has acted on that desire, and looks forward to taking that commitment to the next level as Councillor for District 21 - Bedford.

Tim is married to Sandra Toze, who teaches within the Faculty of Management at Dalhousie University and is working on her PhD. They have two daughters, Elizabeth and Emily, attending Eaglewood Elementary School in Bedford. Tim is well-known for his energy, enthusiasm, vision, and passionate leadership.
