I know it it's hard to get them, in the past I managed to get them all but recently I played it again and I had the same problem as you have.
If you move to fast or take the wrong teleport in level 3 then you can forget it...

dude how do u get the computer chips on level 3 of electro man? i got the one from floor D but dunno how 2 get the other 2

Well if I find some time, I will do level 3. It's a hard game, that's for sure. :)
