What do you mean by converter? you can disable the lockout chip on your NES and play any Euro game that way. US/JP and Euro carts are essentially the same except for the lockout chip code.
You can actually put a ntsc lockout chip in a pal cart and viceversa (that works for snes games too, but I'm not sure if it works on all of them).
You can use any Super Mario Bros hack on a NROM board (Google "nes mapper list"). Some hacks might not work (level and graphics hacks run fine usually).

There are quite a few commercial level games for old systems; check Battle Kid: Fortress of Peril for the NES, for example.
