Alright, I guess I figured it out that he is laughing due to the voices of the people.

It is funny but yet sad at the same time. I know at times it is hard to control yourself, but at the same time, no one likes to be laughed at. That would be very embarrassing and uncomfortable for the people there. The host of a show is like a teacher in the classroom, if the teacher laughs at students, how can anyone feel comfortable?

Sometimes self-control is the most compassionate thing u can do.
