I think CAPCOM created the game for young tykes who might have heard about Street Fighter but couldn't play it because of the cartoonish violence present in the game. This would serve as a good substitute!
If you are talking about the Brit cartoon that played in the mid 70s, you must be talking about "Simon in the Land of Chalk Drawings".

You are probably talking about the cartoon "ChalkZone": My belief is that it borrows heavily from the 70s show. Many of the ideas originated from "Simon in the Land of Chalk Drawings".

This is a pretty unique N64 game surprised it did not make it over here in the U.S. it could of done fairly well i think.
