It uses a High powered laser to heat a channel of plasma between the weapon and the target, and an instant later delivers a shock using the plasma as a medium. It's like a taser, but no prongs, and could be ramped up to lethal shocks, and large scale models can be used for... well whatever. However, I have no idea what this guy is talking about

i wouldn't doubt this is already there. you might be surprised what you can find if you know the name correctly... everyone go now to check out Active Denial System. this is much like this, but for HUMANS. who knows what kind of effects "non-lethal" laser weapons have on the body... they don't know for sure because the pain is so great the longest test is very short (say 3 seconds for ADS)? ; but that is another story.

The term "plazatron" is one I use as it relates to a system which uses plasma technology. Plus I can market that term. The military uses its own terminology for everything and they have a long history of using abbreviated terms. Yse ADA's use similar technology in the microwave spectrum; i.e, a maser (microwave amplication by stimulated emission of radiation) spectrum.

Actually that is correct. The plasma blows a hole in the atmosphere almost instantaneously so the laser can go through to space and bounce off targeting optical systems that are classified. I know this for a fact but the real systems can't be posted so these are used for propaganda purposes.
