I think Seoul is probably in google voice search but the problem is that it sounds exactly the same as the English word 'soul' so thats what the phone thinks you are searching for. It's not a case of the leaving out Seoul, it's just that more people will search for the words 'soul' than 'Seoul'. It most likely happens to other places where the name is the same as a different word.

In Korean voice search, "Seoul" is more likely and is indeed the top result.
The main problem is that "Seoul" and "soul" sound pretty much the same when pronounced in English, so it's hard for the English speech recognizer to tell them apart. If you use Korean voice search, then 서울 gets recognized as expected. In English, which you're using here, if you just say "Seoul", the first result is "soul", but "Seoul" should be in the drop-down list of alternative search results. Alternatively, you can also say "Seoul Korea" or "map of Seoul Korea" etc.

I just have to agree with device: the user is saying "SOUL" all the time!!! And
the sound of "seoul" are so different from "soul"... I think that it "seoul" and "soul" may sound alike for native korean speakers...
