When you do these quests do you get the skill at lvl 1 or is it maxed?

What? The skill is at level 0 and it has a max level of 10. You can upgrade the max level with mastery books.

Does Time Leap itself have a cooldown though? And can THAT cooldown be relieved by other Bucc's Time Leaps?

It does have a cooldown,49 min at level 1, 20 min at max. Don't know about resetting the cooldown for it though.

Yes you can reset ressurection

It resets the cool down of your spells and your parties spells

It resets the cool down timer. For example: you have used a skill and you need to wait 10 minutes to do it another time. If you cast timeleap then, you dont have to wait for 10 minutes, but you can use the skill instandly again ;D
