you can save him if you are quick enough. you push him to the hog, he gets in the riders seat and when you get in the frigate he is in the cutscene! but when the tank is about to crush the arbiter he is with the grunt. he gets crushed. then chief puts his hand on his helmet and shakes his head and says he was going to polish my armour........
