ABC (the American Broadcasting Corporaton) is a private company, not state owned. I think you were confused with the Australian Broadcasting Company. At 0:54, the Arkansas ABC affiliate does indicate is publicly owned & has an agreement to air ABC programs to the most rural outskirts of the state. +

I think the creator knows that for a fact. The concept of this is to present ABC as if it *were* public broadcasting.
