Despite the love for Kefka, most people who do like Kefka note that they like to hate him as well. He's annoying, but it's a trait that makes him far more interesting a character despite his obvious obsessions and compulsions which compare to many other Final Fantasy villains.

And woolsey's translation helped immensely too in providing him a far more memorable characterization then the far more somber and threatening Japanese original.
