Terminator would probably win solely because Robocop would think he's fighting against a normal human until it's too late. Plus, let's be honest: Robocop is slow as fuck. At least the Terminator is capable of jogging.

On the other hand, the Terminator would have no reference on how to stop Robocop (he knows human weaknesses, but has no knowledge of Robo's design specs). He'd have to figure out quick to punch right through that human face.

@Silks I do believe the Terminator is incapable of learning while on a solo mission to prevent his "brain" from being corrupted. It was a deleted scene in Terminator 2 that you can see on probably any DVD version of it. So without prior knowledge of Robocop, the Terminator would be at a greater disadvantage.

I'd have to say the Terminator would win in a real fight. Robocop still has some human components to him whereas the Terminator is all machine. If he can defeat the remorphing one in T3 and T2, he can defeat Robocop no problem.
