R 3 point 7 ?? Are you kidding? That seems terribly low and not even worth the effort, let alone the cost when even the cheap roll insulation has an R13 rating.

Am I missing something?

Why would you cut a 2x10 ceiling? 8" isnt enough? Thats a first for me i have never seen a cut ceiling.
