I think this is taken a little after entry 12, and it seems to be slenderman (or someone else nearby)'s point of view. (The end also says "THERE WAS MRE", although we can assume one of the 0s represents an O. So it says "THERE WAS MORE"

However, at the end there is a slight difference, there's a message saying: THERE WAS MORE inside the 0s. After watching MarbleHornets video, maybe Ark is telling us that there was more to the video Alex should have put up or that he was unable to see because the tape was damaged.

At 0:06 the 4 lines have 26, 5, 18, and 15 0's. The 26th, 5th, 18th, then 15th letters of the alphabet spell out "ZERO." I'm not sure if this helps, but it definitely is no coincidence.

At 0:07, the "ZERO" pattern flips around, making 2 "ZERO"s that sort of interlock. Kind of hard to explain :\

Lastly, as others have pointed out, the last part spells out "THERE WAS MORE"

@Xarantar Maybe the zeros represent the symbol of the circle with the X in it. 2 symbols. This symbol is normally associated with Slender Man's appearance. So, maybe " 0 0 THERE WAS MORE" means there is more to Slender Man than we think, or there is more than 1 Slender Man. ._. Just my speculation.
